Fourth-generation console by NEC, also known as the PC Engine or PCE. It had a CD-ROM add-on, the Turbografx-CD.
Mednafen is probably the best emulator, and includes TurboGrafx-CD support. It does not use a GUI, so you may as well use RetroArch with the Beetle PCE core (which is based on the Mednafen PCE core).
To play TurboGrafx-CD games, you will need a BIOS file called "syscard3.pce," placed in the "system" directory within Retroarch. The BIOS file might not always be distributed with this name, but it must have that name in order for Retroarch to recognize it.
There is a decent, though far from comprehensive selection of TurboGrafx-16/CD games through Virtual Console for Wii & Wii U. Annoyingly, the libraries for each Wii system are different.
